19 kyu (!!!) tsumego with ko in L/D situation?! I would propose something like introducting a baseline rank for problem with ko and seki, e.g., all ko problems should be no weaker than 5k, all seki problems should be no weaker than 10k. I wanted to use those collections for teaching my friends, but the more I'm playing the less I'm getting excited about this. Difficulty levels are all over the place. Maybe my propose minimal level for ko and seki problems could help. But in any case, 19 kyu (what is it, 25 kyu on OGS?) shouldn't even now ko.
