I agree with seki, but I disagree with your counting:
favorite 7+9=16 liberties (7 for the eye and 9 outside)
underdog 7+8+3=18 liberties (7 for the eye, 8 outside and 3 inside)
underdog reaches his task - seki. favorite is 3 moves behind killing!
